There are two queues, not one

The first is at the Imperial Gate, where tickets are checked into the Second Court. The second is at the Harem door inside, which is a separate check even when your ticket covers it. In July and August each can run past twenty minutes, and they are not adjacent — walking back because you bought the wrong ticket costs half an hour.

That is the argument for the combined ticket over the palace-only option: not the price, but not having to solve it inside. A fast-track tour product covers both checks.

Which line to buy

If you have three hours, buy the combined ticket. The Harem is the best tilework in the palace and Hagia Irene, the bare sixth-century church in the First Court, is the only Byzantine interior in Istanbul that was never converted to a mosque — the two things the combined ticket adds are the two things people remember.

If you have ninety minutes, buy the combined ticket anyway and skip the kitchens: the courts, the Treasury and the Harem fit, and a palace-only ticket saves you nothing you would want back. If you arrive after 15:00, the honest advice is to come another day — the box office shuts at 17:00 and the Harem is at the far end of the circuit.

No. Topkapı belongs to Millî Saraylar, so the €105 Museum Pass İstanbul does not apply, and Millî Saraylar's own Full Pass at ₺3,500 explicitly excludes Topkapı. Müzekart, the residents' card, fails at the Harem and Hagia Irene as well.
