An Istanbul tourist pass sounds like one product and is at least four, only two of which are official state tariffs. This page sets out what each covers and — more usefully — what each leaves out, because in Istanbul the omissions are what decide it. Museum Pass İstanbul at €105 covers 13 Ministry museums for five days. MuseumPass Türkiye at €165 covers 300+ sites nationally for 15 days. The Millî Saraylar Full Pass at ₺3,500 covers the palaces for a month — but not Topkapı. Müzekart at ₺100 is for Türkiye citizens only and cannot be bought by visitors.

MuseumPass rates have been in force since 1 March 2024. The regional passes — Cappadocia €65 for 3 days, Aegean €95 for 7, Mediterranean €90 for 7 — matter only if Istanbul is one stop in a longer Turkish trip.
Which one, for which trip
Three days in Istanbul: none of them. Your tickets will be the Hagia Sophia at €25 and one palace, and no pass covers either. Buy singles.
Five museum-heavy days: the Museum Pass İstanbul, if you will genuinely visit six or more Ministry museums. Five plausible ones come to about €96 bought separately against €105 for the pass, so the sixth is where it starts paying — and it removes the ticket queue at every door, which has its own value in July.
Palaces, over a longer stay: the Millî Saraylar Full Pass at ₺3,500. Dolmabahçe alone is ₺2,000, so two of the smaller palaces make the rest of it free. Just do not expect Topkapı.
Two weeks across Türkiye: MuseumPass Türkiye at €165, which pays quickly once Ephesus, Cappadocia and Pergamon are on the list.
The passes this page does not price
Several commercial products are sold as an 'Istanbul pass' or 'e-pass'. They are resold bundles of tours and entries rather than official state tariffs: their contents, prices and validity change without notice, and the entries inside them are often the ones you would not otherwise pay for.
This guide prices official tariffs, because those are what the venue itself charges and what can be verified on a government page. If you are considering a commercial bundle, the honest test is the same arithmetic used above: list the things you would genuinely do, add up their official fares from the tickets table, and compare.

Which Istanbul pass includes the Hagia Sophia?
None. The Hagia Sophia is sold as its own €25 ticket and neither the Museum Pass İstanbul, MuseumPass Türkiye nor Müzekart is accepted there.
Is the Istanbul Museum Pass worth it?
Only on a museum-heavy five days. Five ministry museums a first-timer would pick come to about €96 separately against €105 for the pass. The arithmetic, museum by museum.
Can tourists buy a Müzekart?
No. It is issued to Türkiye citizens with a national ID number, costs ₺100, and is not valid at the Hagia Sophia or the Topkapı Harem even for holders.
Does any pass cover Topkapı?
No. Topkapı belongs to Millî Saraylar, and even its own ₺3,500 Full Pass excludes it. Topkapı needs its own ₺2,750 combined ticket.
What about the commercial 'Istanbul e-pass'?
Those are resold bundles rather than official tariffs, and their contents change without notice. This guide prices only what the venues themselves charge.
What is the difference between an İstanbulkart and a city pass?
The İstanbulkart is the transport card — ₺46.20 a ride on metro, tram, bus, funicular and ferry, and nothing else. City passes are sightseeing products. They are unrelated, and you want the İstanbulkart regardless. Getting around.
